cancel “V-Chip” function only for current program.

In the current program source, after the temporary cancel “V-Chip” function, can’t
operate
from “On” to “Off” function of the “V-Chip Enable” in the OSD menu.
Hot Key:
- Press V-Chip button to enter the V-Chip menu directly, and the operation is as same
as above.
